Clinton Town Council To Review Online Vital Records Service, Public Works Transfers

CLINTON, CT — The Clinton Town Council is scheduled to consider adding a new online vital records service through the Town Clerk's Office and review several Public Works budget transfer requests when it meets Wednesday morning.

One of the meeting's principal agenda items is a request from Town Clerk Lisa Balter to add the VitalDirector online records platform as an additional service for residents seeking certified birth, death and marriage certificates. According to Balter's proposal, the system would allow residents to apply online, verify their identity and pay by credit card while retaining the option of obtaining records in person or by mail. Balter wrote that the service would not impose additional costs on the town, with transaction fees paid by users of the service.

Supporting documents indicate Permitium, the company that provides VitalDirector, would waive its standard $1,000 implementation fee if an agreement is executed by Aug. 14. The proposal states the town would pay no subscription or professional service fees, while users would pay a $5 service fee per transaction and a $1 identity verification fee when applicable. The proposed implementation schedule calls for the service to launch in late September.

The council is also expected to consider two Public Works transfer requests. One would transfer $125,000 from a sidewalk grant account to replace deteriorating metal roof sections at the town library after recent heavy rains increased roof leaks. The second would transfer $18,000 from the town contingency account to repair an air conditioning system failure at the Police Department to avoid disrupting the department's 24-hour operations.

The agenda also includes appointments to the Human Rights Committee, with Laurie King, Ava Crayton, Mary Jane Engle, Amanda Corcoran and Abby Roccapriore nominated for terms through July 1, 2029. Council members are also scheduled to consider appointing Amy Handler from an alternate position to a full seat on the Inland Wetlands Commission for a term ending June 30, 2027.

Other business includes approval of the July 15 meeting minutes, the town manager's report, committee liaison reports and an executive session for a personnel matter. Following executive session, the council is scheduled to discuss the economic development coordinator position before adjourning.

The meeting is scheduled for 8 a.m. Wednesday, Aug. 5, in the Rose Room at Clinton Town Hall.
