CLINTON, CT — The Inland Wetlands Commission is scheduled to hold a public hearing Sept. 1 on the proposed replacement of the Country Village Lane bridge and consider a restoration plan for a Killingworth Turnpike property where a cease-and-desist order was issued in July.
The commission will also review the status of an enforcement case involving alleged work in and near wetlands and a watercourse on Martin Drive.
The meeting begins at 7 p.m. in the Rose Room at 54 East Main St. Members of the public may also attend virtually through Zoom.
The commission will hold a public hearing on an application involving replacement of the existing Country Village Lane bridge at 10 Country Village Lane.
The application seeks permission for regulated activity within 50 feet of inland wetlands or a watercourse.
David Cicia is listed as the applicant, and the town of Clinton owns the property. The site is in an R-30 zone.
The commission is also scheduled to consider a proposed restoration plan for 87 Killingworth Turnpike.
The violation involves a show-cause hearing for property owner Kevin Barrera.
According to the agenda, the wetlands enforcement officer issued a cease-and-desist order July 16 for work performed within 50 feet of inland wetlands or a watercourse. The cited work involved cutting, grading and filling of inland wetlands without an inland wetlands permit.
The commission is scheduled to consider a proposed restoration plan as part of the ongoing enforcement matter.
Another enforcement matter involves 3 Martin Drive, a property in an R-30 zone and designated Flood Zone AE, elevation 9.
The show-cause hearing concerns property owners Tito Gutierrez and Fanny C. Abarca Ortiz.
According to the agenda, the case involves work performed in and within 50 feet of inland wetlands or a watercourse, including cutting, depositing material and obstructing a watercourse, as well as possible pollution of inland wetlands and a watercourse.
The commission is scheduled to review the status of materials submitted in connection with the case.
Commission members will also continue consideration of an "as of right" determination for 32 Old Nod Road.
Application IWC-26-7 concerns property owned by Robert Godsey and Brianna Muscio and is being considered under Section 4.4 of Clinton's Inland Wetlands Regulations. The property is in the R-60 zone.
Other business includes a wetlands enforcement officer's report and calendar discussion. The commission is also scheduled to consider minutes from its Aug. 4 special meeting and Aug. 13 site walk.
