CLINTON, CT — The Clinton Planning and Zoning Commission will hold a public hearing Monday on plans to cap and close the town landfill and will review a restoration plan involving a conservation easement violation on Killingworth Turnpike.
The commission's Sept. 14 meeting is scheduled for 7 p.m. in the Green Room at Clinton Town Hall, 54 E. Main St., with a Zoom option available.
The public hearing concerns application PZC-26-15, a site plan submitted by Loureiro Engineering Associates Inc. for the cap and closure of the Clinton landfill at 0 Old Nod Road. The property, identified as Map 14, Block 3, Lot 18, is in the IP zone. The application is also listed under staff reports and old business.
Commission members are also scheduled to review and potentially approve a restoration plan involving a violation of a Declaration of Perpetual Conservation Restriction Easement at 87 Killingworth Turnpike. The matter also appears under old business.
Another application seeks to modify the original site plan for Clinton Premium Outlets at 20 Killingworth Turnpike. Applicant Kathleen Mones is seeking permission to place storage trailers in existing parking areas. The commission is scheduled to receive the application, and it is also listed for a staff report and under old business.
The commission is scheduled to receive a zone map change application from Double B Design for 31 Old Post Road. The property is identified as Map 77, Block 58, Lot 62 and includes land in the I-2, R-20 and R-30 zones. The commission is expected to schedule the application for a future public hearing.
Commission members will also receive a coastal site plan submitted by Joseph Susco to remodel an existing residential structure at 3 Causeway. The R-10 property is identified as Map 86, Block 70, Lot 136. The application is also scheduled for a staff report and appears under old business.
The commission itself is sponsoring a proposed amendment to Section 4.39.3(b) of the zoning regulations. The change would remove mailed-notice requirements for zoning map amendments initiated by the commission. Members are scheduled to receive the proposal and set a public hearing.
Other business includes review of a draft 2025-26 Planning and Zoning Commission annual report and a staff report on the town's Housing Needs Assessment.
The Regulations Committee is expected to discuss accessory apartments in Building and Village zones and implementation of the Plan of Conservation and Development. The commission will also receive email correspondence concerning Long Hill Road and consider a bond release for The Hammocks.
