Clinton Voters To Decide $3.32 Million Bond Package For Library, Roads And Town Equipment

CLINTON, CT — Clinton voters will decide Nov. 3 whether to authorize $3.32 million in borrowing for library renovations, road and sidewalk work, a Public Works excavator and a Police Department generator.

Before the referendum, the Town Council will convene a special town meeting Sept. 16 to discuss the proposed capital spending. Residents may consider and discuss the proposal at that meeting, but will not vote on it then. The Town Council has referred the question to voters for a yes-or-no vote by voting machine.

$2 Million Proposed For Library

The largest portion of the package is $2 million for renovations to the town library. The appropriation would cover surveys, alterations, repairs and improvements, along with related engineering, architectural and financing costs.

The referendum proposal also includes:

• $1 million for roads and sidewalks throughout Clinton.
• $195,000 for a wheeled excavator for the Department of Public Works.
• $125,000 for a generator for the Police Department.

Clinton's 2026-27 capital improvement plan separately identifies the $195,000 wheeled excavator and $125,000 police generator among planned capital expenditures.

If voters approve the referendum, the town would be authorized to issue up to $3.32 million in bonds, notes or other obligations to finance the projects. The town manager and treasurer would be authorized to issue temporary notes in anticipation of the bond proceeds and determine the terms of the borrowing.

Special Town Meeting Set For Sept. 16

The special town meeting will begin at 6 p.m. Sept. 16 at Andrew's Memorial Town Hall in Clinton.

The complete resolution authorizing the projects is available for public inspection at the Town Clerk's office in Town Hall, 54 East Main St..

No vote on the borrowing will occur during the Sept. 16 meeting. Instead, the referendum will be held from 6 a.m. to 8 p.m. Nov. 3 at Andrew's Memorial Town Hall.

Voters will be asked whether Clinton should appropriate the $3.32 million for the four capital projects and authorize an equal amount of borrowing to finance them. The ballot will offer "yes" or "no" choices.
