Clinton Voters To Decide $3.32 Million For Library, Roads And Town Equipment

CLINTON, CT — Clinton voters will decide Nov. 3 whether to authorize $3.32 million for library renovations, roads and sidewalks and equipment for the Public Works and Police departments.

Before the referendum, the town will hold a special town meeting Sept. 16 to discuss the proposed capital spending. The official notice specifies that residents will consider and discuss the proposal at the meeting but will not vote on it then.

The $3.32 million proposal includes $2 million for renovations to the town library, including surveys, alterations, repairs, improvements and related engineering, architectural and financing costs.

Another $1 million would be allocated for roads and sidewalks throughout Clinton. The remaining projects are $195,000 for a wheeled excavator for the Public Works Department and $125,000 for a generator for the Police Department.

The town's 2026-27 capital improvement plan also identifies the $195,000 wheeled excavator and $125,000 Police Department generator among planned capital expenditures.

Under the proposal, the town would be authorized to issue up to $3.32 million in bonds, notes or other obligations to finance the projects. The town manager and treasurer would also be authorized to issue temporary notes of up to that amount in anticipation of the bond proceeds and determine the terms of the borrowing.

The full authorizing resolution is available for inspection at the Town Clerk's Office at Town Hall, 54 East Main St..

The Sept. 16 special town meeting will begin at 6 p.m. at Andrews Memorial Town Hall.

The referendum will be held from 6 a.m. to 8 p.m. Nov. 3, also at Andrews Memorial Town Hall. Voters will be asked to vote "yes" or "no" on the full $3.32 million appropriation and the authorization to finance it through bonds, notes or other obligations.
