Lowest and Highest Mill Rates in Connecticut: How Did Your Town Do?

The following numbers are based off the 2014 grand list for the 2016 fiscal year and are the most recent numbers through the state Office of Policy and Management which collates all of the state’s rates.

Note: Values in the map are base values for municipalities. Some municipalities have additional taxes for things such as fire districts. Norwalk is the average of several districts. Check each municipality for specific details.

What are mill rates?

One mill is equal to one dollar of tax per $1,000 of assessed property value. For example, a $300,000 home in a town that has a 30 mill rate would have a tax bill of $9,000. A car with an assessed value of $15,000 would carry a $450 tax bill annually. Last year Connecticut passed a law that caps the motor vehicle mill rate at 32 mills, which brought much relief to heavily-taxed areas.

Highest and lowest mill rates

Not counting fire district or other similar taxes Hartford has the highest mill rate at 74.29 followed by Waterbury at 58.22 and New Britain at 49. On the low end are Salisbury at 10.7, Greenwich at 11.271 and Roxbury at 13.7.
