Danbury Rep Leads Fertility Coverage Bill Through CT House After Debate

State Rep. Raghib Allie-Brennan said the proposal would update how infertility is defined and who qualifies for coverage.

DANBURY, CT — A bill backed by a state lawmaker that aims to update Connecticut’s fertility coverage rules has cleared the House.

State Rep. Raghib Allie-Brennan, who represents parts of Danbury and Bethel, was among the lawmakers leading the effort to revise how infertility is defined under state law.

Current law requires some private insurance plans to cover fertility treatments, but officials said the existing definition has not kept up with changes in medical practice, limiting access for some patients.

The proposal would shift eligibility to be determined based on a patient’s medical needs and a doctor’s evaluation, rather than older statutory criteria.

Supporters said the change could expand access to care for a range of people, including those dealing with reproductive health conditions, cancer patients seeking to preserve fertility and LGBTQ individuals and couples pursuing parenthood.

Families who rely on donor eggs, sperm or embryos could also benefit from the updated language, according to lawmakers.

Allie-Brennan described the bill as an effort to align state law with current standards and reduce barriers for people seeking treatment.

The measure does not add a new insurance requirement, but instead modifies how existing coverage rules are applied.

The legislation now moves to the Connecticut Senate for further consideration.
