Alleged Lower Fairfield County Heroin Dealer Arrested: PD
Several pounds of marijuana, hundreds of bags of heroin and several guns were seized.

DARIEN, CT — Darien and Bridgeport police have arrested a parolee who was dealing heroin, police said.
The long-term investigation resulted in the arrest of Joel Jean, 29. His Hansen Avenue residence in Bridgeport was raided along with his vehicle. He is suspected of distributing large quantities of heroin throughout lower Fairfield County.
Bridgeport Police Chief Armando "AJ" Perez said that Jean was a mid-level dealer who would sell a bundle of heroin for anywhere between $500 and $600 to someone in Darien.
On Aug. 3, members of the Bridgeport Police Narcotics Division and Darien Police Department S.E.U apprehended Joel Jean and his cohort, Scott Similien, during a motor vehicle stop.
Shortly after the pair were taken into custody, authorities executed the search and seizure warrant on Jean’s residence, which resulted in the seizure of approximately 400 bags of heroin, 2 pounds of marijuana, scales, drug packaging materials, a pump action shotgun, two loaded semi-automatic pistols, assorted ammunition and more than $3,000 in suspected proceeds from narcotics sales, according to police.
During the search of the residence, a male, later identified as Jamel Jacobs, arrived on scene. It was quickly determined that Jacobs lived at the residence. Police later located a loaded .45 caliber handgun in his vehicle which Jacobs had a valid permit for. However, after he provided the combination to a safe located inside the residence, it was found to contain 2 pounds of marijuana, according to police. He too was placed under arrest.

Jean was charged with criminal attempt at sale of narcotics, possession of marijuana with intent to sell, possession of narcotics with intent to sell, and operating a drug factory. Jean was charged separately with the arrest warrant for one count of sale of narcotics that was attached with a court-set bond of $250,000. Due to his status of being on parole, Jean will be remanded back into custody.
Similien was charged with possession of marijuana with intent to sell and criminal attempt at sale of narcotics. Similien was held in lieu of $50,000 pending his arraignment in court.
Jacobs was charged with possession of over 4 ounces of marijuana and operating a drug factory, and he was held in lieu of $50,000.
