Swinney spent a decade as a middle and high school teacher and earned his National Board Teacher Certification in early
adolescence English language arts. In each administrative appointment, he has worked to expand access to teacher leadership opportunities as a strategy for successfully improving staff retention and addressing opportunity gaps for students, the district noted in a news release.

Swinney earned a master’s degrees in instructional leadership and administration from the University of Washington and is currently completing his doctorate of education at Central
Connecticut State University.

Given his "work to emphasize the importance of shared
leadership structures in improving culture, climate, and learning outcomes for students." He's authored pieces for national publications, including Educational Leadership, the district said.

"I am grateful for the trust the Board of Education has placed in me," Swinney said. "We have an exceptional team in East Haven Public Schools. I am extremely proud of our successes as a district, and I am equally inspired by our collective commitment to improving academic outcomes and our students’ sense of belonging. I look forward to continuing this
shared work in partnership with the East Haven community."

Swinney’s appointment follows a thorough search process, the board noted.

Following the November 2025 election, the Board of Education formed an Ad Hoc Personnel Committee to oversee the superintendent search. This committee surveyed East Haven Public Schools staff and families to seek input on the qualities they desired from the next superintendent. Survey responses informed developing the job description and guided the
search process, resulting in the appointment of Swinney, the education board noted in a statement.
