Pre-Dawn Multi-Agency 'Warrant Sweep' In East Haven, New Haven, Tuesday Saw Many Arrested: PD

People with active warrants for crimes including kidnapping, threatening, assault, and family violence, were targeted, police said.

EAST HAVEN, CT — The East Haven Police Department Investigative Services and Patrol Division, along with New Haven Probation and FBI and DEA Taskforce members conducted a multi-agency active arrest warrant sweep on Tuesday, which resulted in multiple wanted persons taken into custody, East Haven police spokesperson Capt. Joseph M. Murgo said.

Murgo said the "warrant sweep" targeted those wanted in connection with various crimes, including kidnapping, threatening, assault, and family violence-related crimes.

The operation began before dawn, and, Murgo said, "focused on locating individuals with active arrest warrants who had not yet been taken into custody."

East Haven detectives and officers, probation officers and task force officers conducted a coordinated enforcement action at multiple locations in East Haven and New Haven, he said.

Several people with active arrest warrants were located and taken into custody without incident, Murgo said.

"Operations such as this are conducted periodically and allow law enforcement agencies to pool resources and focus on locating individuals who have outstanding warrants for serious offenses," Murgo said.

The following were arrested as a result of this operation, according to Murgo:

• Magiver Mario Cabrera D.O.B. 11/13/2007 of Plymouth Street, New Haven, CT charged with Kidnapping in the First Degree, C.G.S. 53a-92 and Unlawful Restraint in the Second Degree, C.G.S. 53a-96. He was held on a $100,000.00 bond and is scheduled to appear in court on March 11, 2026, at G.A. 23, 121 Elm Street, New Haven, CT.

• Dwayne Lee, D.O.B. 11/27/1993, of Chapel Street, New Haven, CT, charged with Threatening in the First Degree, C.G.S. 53a-61aa(a)(1B), Interfering with an Emergency Call, C.G.S. 53a-183b, Breach of Peace in the Second Degree, C.G.S. 53a-181. He was released on a $100,000.00 bond and is scheduled to appear in court on March 18, 2026, at G.A. 23, 121 Elm Street, New Haven, CT.

• Noel David Marrero D.O.B. 05/29/1984 of Rosette Street New Haven, CT charged with three counts of Failure to Appear in the First Degree, C.G.S. 53a-172 and one count of Failure to Appear in the Second Degree, C.G.S. 53a-173. He was held on a total of $400,000.00 in bonds and was scheduled to appear in court on March 10, 2026, at G.A. 23, 121 Elm Street, New Haven, CT.

• Daniel Quoka, D.O.B. 06/18/1991 of Sunset Road, East Haven, CT charged with two counts of Failure to Appear in the Second Degree, C.G.S. 53a-173. He was held on a total of $5,000.00 in bonds and is scheduled to appear in court on March 18, 2026, at G.A. 23, 121 Elm Street, New Haven, CT.

• Robert Joseph Buck, D.O.B. 09/27/1969 of Main Street, East Haven, CT charged with Assault in the Second Degree, C.G.S. 53a-60, Threatening in the Second Degree, C.G.S. 53a-62(a)(1). He was held on a $2,500.00 bond and is scheduled to appear in court on 03/18/2026 at G.A. 23, 121 Elm Street, New Haven, CT.

• Frankie Jay Alvarez, D.O.B. 04/14/2005 of Pondview Terrace, East Haven, CT charged with Violation of Probation, C.G.S. 53a-32. He was released on a $5,000.00 bond and is scheduled to appear in court on March 18, 2026, at G.A. 23, 121 Elm Street, New Haven, CT.
