Ellington Schedules Special Town Meeting
The meeting is for approval of some year-end financial matters, and is open to all registered Ellington voters.

Electors and citizens qualified to vote in town meetings of the Town of Ellington, Connecticut, are hereby warned that a Special Town Meeting will be held at the Ellington Town Hall, 55 Main Street, Ellington, Connecticut, on Monday, December 14, 2015 at 7:15 p.m. prevailing time to discuss and vote upon the following:
1. To accept and expend the following grants for fiscal year 2014-2015, approved by the Boards of Selectmen and Finance:
· Connecticut State Library Historic Document Preservation Grant for the Town Clerk’s Office in the amount of $3,000.

· Department of Transportation Grant for High Risk Rural Roads-Speed Enforcement Program in the amount of $19,000.
· Department of Energy and Environmental Protection for Floating Boardwalk-Hockanum River Trail in the amount of $4,800 for the period 1/7/15-1/1/18.

· Department of Transportation for State Matching Grant Program for Elderly and Disabled Demand Responsive Transportation in amount of $27,023.
2. To consider 2014-2015 Year-End Transfers and Additional Appropriations as follows:
· To appropriate $246,144 from FY 2014-15 Unassigned General Fund Balance to the following accounts: 439-Town Road Aid-Winter $126,378; 910-Debt Redemption-Principal $118,758; 1035-Charter Revision Commission $1008; as recommended by the Finance Officer and approved by the Boards of Selectmen and Finance.
· To increase prepaid grants and funds fully reimbursable for fiscal year commencing on July 1, 2014 and ending on June 30, 2015 and to appropriate the same to the Board of Education in a sum not to exceed $563,580. New allocation total is $2,181,699 ($1,618,119 approved at Town Meeting on May 13, 2014 plus $563,580) as recommended by the Finance Officer and approved by the Boards of Selectmen and Finance.
3. To consider an additional appropriation in the amount of $15,000 for the exterior and interior repairs to the Crystal Lake Fire Department roof replacement project from the 2015-2016 Unassigned Fund Balance to the Insurance Reimbursements and Claims budget, as approved by the Boards of Selectmen and Finance. The total amount appropriated to this line item will be $55,000 (August 31, 2015 Additional Appropriation of $40,000 and this additional appropriation request of $15,000 requires Town Meeting Approval per Town Charter)
4. To endorse the Inter-Town Capital Equipment (ICE) Purchase Incentive Grant Program Proposal for an Asphalt Recycler Hot Box and to authorize and direct Lori Spielman, First Selectman of the Town of Ellington, to execute and deliver any and all documents on behalf of the Ellington Board of Selectmen and to do and perform all acts and things which she deems to be necessary or appropriate to carry out the terms of such documents, and to enter into a binding agreement with the Office of Policy and Management according to terms of the ICE Grant program. The Town of Ellington is the lead municipality and will participate with the Towns of Somers and East Windsor to purchase an Asphalt Recycler Hot Box.
