Ellington Supterintendent Earns CAPSS Presidential Award

Stephen C. Cullinan Earns Connecticut Association of Public School Superintendents Presidential Award

West Hartford, Conn. (June 5, 2015) – The Connecticut Association of Public School Superintendents (CAPSS), a statewide nonprofit educational administration organization which represents public school superintendents, assistant superintendents and other educational leaders across the state, today announced that Stephen C. Cullinan, Superintendent of Ellington Public Schools, has earned the CAPSS Presidential Award. Frank Baran, President of CAPSS, chose Mr. Cullinan for this Award based on his outstanding leadership for the past two years on the CAPSS Legislative Committee.

The Committee develops an annual public policy agenda for recommendation to the CAPSS Board of Directors, serves as a sounding board for public policy issues that arise during legislative sessions and takes major responsibility for providing information, testimony and advocacy on issues considered by the Governor, the State Legislature, the State Board of Education, the Commissioner of Education and the CT State Department of Education.

Dr. Baran said, “I chose Mr. Cullinan for this recognition because he and the Committee he has led have provided crucial public policy services to the members of CAPSS during two years of unprecedented change in CT public education. He has led the Committee during this time with integrity, intelligence, compassion and passion. The children of CT have benefited from Mr. Cullinan’s work in this regard.”

Prior to his service as Superintendent in Ellington, Mr. Cullinan served as Superintendent of Vernon Public Schools, an Assistant Superintendent in Vernon, Principal of Windham High School in Willimantic, Principal of Lyman Hall High School in Wallingford Principal of Windsor Locks High School, an Assistant Principal at RHAM Senior/Junior High School in Hebron, Vice-Principal of East Catholic High School in Manchester, Dean of Students, a Counselor and a teacher at Sacred Heart High School in Waterbury and a teacher at Battery Park Elementary School in Kingstree, SC.

Mr. Cullinan and his family live in Coventry, CT.
