Somers Inmate Tried To Have Brother-In-Law Killed: PD

The man is currently a state inmate. He asked other prisoners to have his brother-in-law killed, police said.

NEW HAVEN, CT — A former New Haven Correctional Center inmate was arrested by State Police after he tried getting other inmates to have his brother-in-law killed, according to police.

Police began investigating Joseph Arroyo, 29, of Somers in 2018. He was arrested Jan. 29 and charged with inciting injury to a person. He is currently incarcerated at Osborn Correctional Institution in Somers.

He remains in the custody of the state Department of Correction. He is currently serving an 18 month prison sentence on an assault conviction, according to prison records.
