ENFIELD, CT — An Enfield committee is recommending that the town cut more than $66,000 in blight fines on a Windsor Street property to $1,000, clearing a major obstacle to its sale.
The Blight Review Committee voted 5-0 on Aug. 6 to recommend reducing the $66,699 in property-maintenance fines attached to 122 Windsor St., according to meeting minutes.
Under the proposal, the reduced fine would have to be paid when the property closes. The closing must take place by Oct. 1.
If those conditions are met, the town would release its property-maintenance liens and withdraw a foreclosure action. The Town Council must approve the reduction before it becomes final.
Property owner Timothy Collins and prospective buyer Stephen Kane attended the committee meeting.
Town staff said several problems raised during a June meeting had since been corrected, including missing siding, a damaged fence, overgrown vegetation, trash and a boat parked in the driveway. Committee members said the property's condition had improved significantly and credited Kane with completing the work.
The town's Blight Review Committee reviews requests to reduce or waive accumulated fines and considers enforcement options for properties that remain out of compliance.
At the same meeting, the committee also voted to have town staff and the Human Resources Department finalize a job description for additional property-maintenance inspectors. That proposal will also go before the Town Council.
