180 Apartments Proposed Near Enfield Town Line

ENFIELD, CT — Another large housing development is being proposed just over the Enfield town line in East Windsor.

North Winkler EW LLC is seeking wetlands approval to build 180 apartments and a 7,000-square-foot medical office at 120 North Road. The site is along the northern end of East Windsor, near Enfield.

The application also includes parking, driveways and stormwater improvements, some of which would be located within wetlands or East Windsor's upland review area, according to a Sept. 2 Inland Wetlands and Watercourses Agency agenda.

The wetlands agency received the application during its Sept. 2 meeting but did not hold a public hearing or vote that night.

The proposal is separate from the developer's 189-unit project at 173 North Road, which the East Windsor Planning and Zoning Commission approved in February.

That development includes 152 apartments and 37 townhomes. The two projects could bring a combined 369 homes to the North Road corridor near Enfield.

The 120 North Road plan calls for all 180 apartments to be placed in one F-shaped building. The medical office would be built closer to North Road, while another section of the property could eventually be developed for an additional commercial use.

Other features include a dog park, sidewalks, landscaping and connections to public water and sewer.

The East Windsor Planning and Zoning Commission unanimously approved a zone change and preliminary concept for the property in July. The decision moved part of the site into the town's Planned Commercial Development District.

That vote was not a final development approval. North Winkler must secure a special use permit and approval of its final site plan within 12 months or the zone change will expire, according to the commission's July 14 meeting minutes.

Traffic was one of the main concerns raised during the July hearing. The developer's representatives said both North Road projects would undergo review by the state Office of State Traffic Administration.

Commissioners and residents also questioned the size and appearance of the proposed apartment building. Several said they wanted the final design to have more of a residential look.

The plans include filling a small wetlands area, which requires approval from the wetlands agency before the project can return to the Planning and Zoning Commission for final consideration.
