Charges of Defrauding DCF Brought Against Enfield Woman

The woman is accused of defrauding the Department of Children and Families of more than $23,000, according to police.

ENFIELD, CT — A local woman was arrested Sunday on a warrant stemming from allegations of defrauding the Department of Children and Families of more than $23,000 in subsidy payments.

Jill Harrison, 55, was charged with first-degree larceny and first-degree forgery in connection with the case.

A family member wass legal guardian of Harrison's biological child, and was receiving a subsidy from DCF. Upon the relative's passing in late 2016, the subsidy should have been terminated per the guardianship agreement, police said.

Harrison did not notify DCF of the death of her relative, and continued to receive subsidy checks from DCF for 27 months following the relative's death. Harrison would not have been eligible for any subsidy from DCF. She also admitted to signing her relative's name in order to continue the subsidy, and to signing the checks over to herself so she could deposit them, police said.

The total dollar amount for 27 checks was $23,443.44, according to police.

Judicial records indicate Harrison has been convicted in five larceny cases since 2011. She served 90 days in jail for a fifth-degree larceny conviction in 2012; in the other four cases, she received suspended sentences and either probation or conditional discharge.
