Illegal Explosives Result In Arrest of Enfield Man

Some inappropriate explosives were found in the man's home during a welfare check in November, police said.

ENFIELD, CT — An investigation into the discovery of some military surplus projectiles in an Enfield home last November led to a warrant application and arrest of the homeowner.

Kevin Collins, 60, was charged Tuesday with illegal possession of unlabeled explosives, illegal possession of exploding fireworks, illegal possession of explosives, risk of injury to a child and first-degree reckless endangerment.

Bond was set at $10,000, and he was arraigned Tuesday in Enfield Superior Court, where he was released on a promise to appear March 22.

Police Chief Alaric Fox said officers were dispatched to 1692 King Street for a juvenile welfare check on Nov. 5, 2018. Upon arrival, a pair of BB guns were in plain view, and a light anti-armor weapon (LAW) was seen in a cabinet.

Collins told police he collects military memorabilia from the early 1980s, during which time he had served. He consented to a search of his home, and police found commercial-grade and homemade fireworks, military-grade munitions and military-grade ordnance (guns, artillery, etc.), Fox said.

The Connecticut State Police bomb squad responded to the scene, and munitions experts from Westover Air Force base were called in to assist, Fox said.
