Fairfield RTM To Weigh Elder Housing Lease Extension, $1 Million Greenfield Hill Grant

FAIRFIELD, CT — Fairfield’s Representative Town Meeting, scheduled to meet Monday night, April 27, will consider an appointment to the FairTV Commission, a proposed extension of agreements tied to elder housing and a resolution tied to a state grant request for roadway and pedestrian safety improvements in Greenfield Hill, among other matters. The meeting is scheduled for 8 p.m. at the Education Center, 501 Kings Highway East, and via Zoom, cable television, the FairTV website on YouTube, and phone.

One of the major items before the legislative body is a resolution recommended by the Board of Selectpersons involving Grasmere Elder Housing Corporation, now known as Sullivan McKinney Elder Housing, Inc. The measure would authorize First Selectperson Christine Vitale to enter into an addendum extending the ground lease and the tax abatement agreement, first approved by the RTM on April 27, 1987, and extended again on April 25, 2011, for an additional 36 years.

The same resolution would also authorize Vitale to execute documents connected to the assignment of the ground lease and tax abatement agreement to the Sullivan McKinney Elder Housing Redevelopment Limited Partnership, according to the agenda.

Another resolution would authorize Fairfield to apply to the Connecticut Department of Economic and Community Development for reimbursable grant funding of up to $1 million. According to the agenda, the money would be used to undertake roadway and pedestrian safety improvements in the Greenfield Hill area.

The RTM is also scheduled to consider the appointment of resident James P. Honeycutt to the FairTV Commission. Honeycutt, a Democrat, would fill a vacancy created by the resignation of David K. Kraft, listed as unaffiliated. The term ends in 2027.

In addition, members are directed under Rule 55 of the RTM rules to disclose any budget line-item reductions they intend to propose during the annual budget meeting, along with a brief explanation. Those proposals are not debatable during the April 27 meeting.
