FAIRFIELD, CT — The Fairfield Representative Town Meeting is scheduled to consider appropriating more than $458,000 in opioid settlement funds, along with several property tax exemption measures for veterans and surviving spouses, during its regular monthly meeting on Monday, July 27.
The meeting begins at 8 p.m. at the Fairfield Education Center, 501 Kings Highway East, and will be held in a hybrid format, with in-person attendance and participation available through Zoom. Among the agenda items, the RTM is scheduled to consider appropriating $458,459.49 in opioid litigation settlement funds for eligible substance use disorder prevention, treatment, recovery, harm reduction, overdose response, public education and related remediation efforts. The proposed resolution also would authorize the First Selectperson Christine Vitale to execute agreements needed to implement the funding.
The measure has already been approved by the Board of Finance and the Board of Selectpersons.
RTM members also are expected to consider reallocating American Rescue Plan Act (ARPA) funds as outlined in an attached exhibit. The proposal was approved by Board of Finance last week.
The agenda includes three resolutions that would adopt municipal property tax exemption options created under recently enacted Connecticut law for certain disabled veterans, surviving spouses and veterans with qualifying individual unemployability ratings. If approved, the measures would apply beginning with the Oct. 1, 2026 assessment year and would expand or implement local tax exemptions permitted under state statute.
The RTM also is scheduled to consider continuing Fairfield's participation in the regional household hazardous waste collection program through June 30, 2027. Under the proposed agreement, the town would continue contributing financially toward operation, transportation and disposal costs for the regional facility operated by the South Central Connecticut Regional Water Authority in New Haven.
Representatives may also review a proposed five-year lease between the town and Trinity Episcopal Church for parking purposes, running from July 1, 2026, through June 30, 2031.
Two separate resolutions would authorize acceptance of $5,000 Connecticut Department of Transportation Active Transportation Microgrants awarded through MetroCOG for Fairfield's "Safer Streets" program. One grant would fund reflective safety items distributed by the Health Department, while the second would support a public education campaign led by the Fairfield Safe Streets Alliance. Both proposals received Board of Finance approval.
Earlier in the meeting, the RTM is expected to receive the assessor's required annual report on Fairfield's Tax Relief for Elderly and Disabled Homeowners Program. Members also are scheduled to consider appointing Paul M. Hovey to fill a vacancy on the Solid Waste and Recycling Commission and approve minutes from June meetings.
The agenda concludes with an item allowing the RTM to consider any other matters that may properly come before the body under its rules.
