FAIRFIELD, CT — A proposal to demolish two existing commercial buildings and replace them with a pair of three-story, mixed-tenant buildings is among the items scheduled for a public hearing before the Fairfield Town Plan and Zoning Commission on Tuesday, Aug. 11.

The redevelopment proposal covers 2131 Black Rock Turnpike and 414 Stillson Road. Attorney John Fallon, representing contract purchaser Stillrock LLC, is seeking a special permit to demolish two existing one-story, mixed-tenant commercial buildings and replace them with two three-story buildings of approximately 25,000 square feet each.
The proposal also includes site plan modifications, a public plaza and outdoor dining areas. The properties are in the Designed Commercial Business District.
In a related public hearing, Stillrock is seeking a zoning regulation amendment that would modify setback rules in the Designed Commercial Business District. The proposed change would permit a 25-foot setback from a property line when a public plaza or pedestrian amenity space is provided, along with provisions for additional setbacks where corner plazas are provided.
The commission is also scheduled to hold a public hearing on a town proposal to upgrade an existing sewer pump station at 1610 Fairfield Beach Road. The special exception and coastal site plan application calls for below-grade improvements and an elevated structure designed for FEMA compliance. The property is in the Beach District.
Another public hearing concerns 166 and 172 Pine Creek Road, where Kevin and Natalia Coyner are seeking special exception and coastal site plan approval for an addition to an existing single-family structure. The application includes FEMA-compliance retrofits on a property with two legal pre-existing dwelling units.
During its administrative session, the commission may also review a housing-related request from Summit Development. The developer is asking the commission to accept four additional deed-restricted, below-market-rate units at an approved 18-unit development at 1427 Kings Highway in lieu of two on-site units associated with a condominium development at 250 Pequot Ave.
The agenda also includes coastal and special exception applications for a proposed two-story, approximately 14,000-square-foot day nursery building spanning 3541, 3553 and 3571 Post Road and 886 Kings Highway West. The plans call for excavation and other site improvements. A related zoning amendment would address driveway access widths and standards for day nurseries on properties with multiple street frontages, including screening requirements.
Separately, Tide Mill Real Estate LLC has submitted a coastal site plan application for repairs to the Tide Mill Dam at 95 Harbor Road on the Mill River.
Other administrative items include a request from OHI Asset (CTG) Southport LLC for a 90-day extension to file the map for a four-lot subdivision at 845 Mill Hill Terrace. The current deadline is Aug. 24, and the requested new deadline is Nov. 22.
The commission may also review compliance applications for two tenant wall signs at 1501 Kings Highway and for on-site food truck sales at 1096 Post Road as an accessory to an existing gas station.
