Fairfield TPZ To Review Plans For Affordable Housing, Traffic And Parking Rules

Commission this week will review proposals covering Greenfield Street, Quincy Street, accessory apartments and Commerce Drive.

FAIRFIELD, CT — The Fairfield Town Plan and Zoning Commission is scheduled to consider two affordable housing proposals and continue discussions on a series of zoning regulation changes involving traffic, parking, construction safety and accessory apartments when it meets on Tuesday, Oct. 6.

The commission will meet at 6:30 p.m. at the Fairfield Regional Fire School, 205 Richard White Way. The meeting will be held in person with Zoom access available to the public.

During its administrative session, the commission is scheduled to review an 8-24 request to recommend a ground lease of 254 Greenfield St. to Habitat for Humanity for the development of four below-market-rate affordable housing units. According to the agenda, a coastal site plan application will be submitted separately.

The commission also is scheduled to review an 8-24 request to recommend the acquisition of 377 Quincy St., part of Parkview Commons, for the future redevelopment of flood-compliant, below-market-rate affordable housing units. A zoning regulation amendment will be submitted separately, according to the agenda.

Commission members may also recommend a new application for a future public hearing involving 163 Oldfield Road. Attorney Chris Russo, on behalf of Phoenix Surgicals LLC, is seeking a special permit and coastal site plan approval to demolish an existing one-story garage and construct a two-story building with storage on the first floor and office space above. The property is in the Neighborhood Designed District.

Several proposed zoning regulation changes are listed under old business.

The commission is expected to continue its review of a proposed new section establishing requirements and standards for traffic impact assessments and traffic impact studies.

Other proposed changes would establish standards for driveways and accessways, set a methodology for determining sight-line distance requirements and require applicants to demonstrate Fire Department access where applicable.

The commission may also discuss revisions to Fairfield's land excavation and fill regulations. The proposed changes would clarify when projects with Inland Wetlands Agency permits are exempt from TPZ review. They also would require certain application materials to address construction vehicle access, parking and staging, as well as road or sidewalk closures and related safety plans.

Another proposal would modify the town's affordable and inclusionary housing regulations to provide additional clarification on income requirements, annual recertification and enforcement.

Commission members are also scheduled to consider revisions to Fairfield's accessory apartment regulations that would permit free-standing accessory apartments in the R-2 and R-A residential zones. Such apartments are already permitted in the R-AAA, R-AA and R-3 zones, according to the agenda.

Three zoning matters are scheduled for public hearings.

One proposal would create supplemental standards governing accessory structures. Another would revise the Commerce Drive Area Designed District standards to consolidate and simplify standards applying to underlying and overlay zones while adding review requirements under Public Act 25-1.

The third public hearing involves a proposed change to the Designed Industrial District regulations. The amendment would delete requirements for mixed-use projects permitted under the Transportation/Commercial Park provisions because those requirements are being incorporated into the Commerce Drive Area Designed District standards.

The agenda also includes approval of commission meeting minutes from Sept. 15 and Sept. 22.

Members of the public may attend the meeting in person or join by Zoom. The agenda states that people who call in to listen will not be heard by commission members and that live public comment will occur when called for by the chairman during the public hearing portion of the meeting. The public is also encouraged to submit comments before the meeting by email to tpzcommission@fairfieldct.org.
