Robert L. Kayser, 52, of 70 Franklin St., Torrington, was charged with violation of a protective order, in connection with a traffic stop on Plainville Ave., 12:20 p.m.

David M. Yescott, 46, of 10 Whispering Rod Rd., Unionville, was charged with enticing a minor by computer, on a warrant, 12:47 p.m.

Kevin Scanlan, 61, of 241 Arch St., New Britain, was charged with second-degree failure to appear, on a warrant, 2:52 p.m.

Ryan Moses, 23, of 344 Hillandale Blvd., Torrington, was charged with evading responsibility and failure to yield right of way, in connection with a motor vehicle accident on New Britain Ave., 3:52 p.m.
