CT River Paddlers Take Note: Connecticut Cold-Water Boating Season Begins Oct. 1

HARTFORD, CT — Connecticut's cold-water boating season begins Oct. 1, bringing a state requirement that paddlers and passengers on certain manually propelled vessels wear a U.S. Coast Guard-approved personal flotation device.

The requirement applies through May 31 to people aboard kayaks, canoes, stand-up paddleboards and rowboats, according to the Connecticut Department of Energy and Environmental Protection.

"Fall also brings cooler air and water temperatures that can pose serious risks," Acting DEEP Commissioner Emma Cimino said. "Being prepared starts with wearing your PFD."

Cold water can increase the risk of cold-water shock and hypothermia. DEEP officials said cold temperatures can quickly impair a person's ability to swim or rescue themselves after unexpectedly entering the water, even when air temperatures are relatively warm.

"During the cold-water season it's not just a smart thing to do – it's required," said Peter Francis, the director of DEEP's Boating Division, said.

Paddlers who are not wearing a required PFD between Oct. 1 and May 31 may receive a $75 infraction, DEEP said.

The agency also recommends that paddlers:

• Wear clothing suitable for immersion, including a wetsuit or dry suit when appropriate.
• Stay close to shore when possible.
• Tell someone their planned route and expected return time.
• Carry a waterproof communication device.
• Check weather and water conditions before launching.

The DEEP also reminded paddle craft operators of a new law, Public Act 26-60, requiring unregistered vessels used on Connecticut waters to display or have attached current and valid contact information for the owner.

The identification is intended to help first responders determine whether an unattended or free-floating vessel is part of an emergency or simply a lost boat, DEEP said.
