South Glastonbury's Hopewell Road area is scheduled for three phases of water main improvements through summer 2027, according to the Town of Glastonbury. The Metropolitan District Commission project is intended to strengthen the water distribution system.
Phase I, scheduled for winter 2026 and spring 2027, extends a main from Coleman Road to Hopewell Road via Olde Wood Road, Stone Post Road, Leigh Gate Road and Heather Glen Road. Phase II, planned for spring and summer 2027, adds mains on Littel Acres Road and Chestnut Hill Road between both ends of Northview Drive.
Phase III, planned for summer 2027, replaces the Hopewell Road main from Lakewood Road to near the Grange Pool. MDC's proposed restoration schedule includes temporary asphalt patches during installation, permanent Phase I trench repairs in spring 2027 and town resurfacing of Phase I roads in summer or fall 2027 after settlement.
MDC plans to resurface affected streets outside the town's current paving project in fall 2027 or spring 2028. Its project presentation classifies the mains as Class I, installed "for the general purpose of strengthening the system." Abutting owners are assessed only when they request a connection, not at installation.
Owners seeking connections must arrange service installation from the main to their homes and submit an assessment request, administrative fee, plot plan and deed. They must complete forms and pay assessment fees in full or through an installment plan before permitting. Owners can use MDC's installation program at current rates for the public-side pipe and a contractor for the private side, or hire a contractor for both.
MDC will contact residents with access to the new main and mail notices about construction, a neighborhood meeting and connection availability after completion. Mailings will explain connection requests, assessments and installation options. Questions can go to MDC's Josh MacCulloch at jmacculloch@themdc.com or 860-278-7850, ext. 3393.
