Plans For 74-Unit Apartment Complex Endorsed In Glastonbury
The Glastonbury Plan and Zoning Commission made the decision Tuesday.

GLASTONBURY, CT — The Glastonbury Plan and Zoning Commission Tuesday approved plans for a 74-unit affordable housing development at 1199 Manchester Road.
The vote was 4-2 with TPZ Chairman Robert Zanlungo Jr. and commission member Corey Turner dissenting, according to the meeting minutes.
The 5-story, 74-unit apartment building has been proposed for a 2.4-acre parcel near the Hebron Avenue and Manchester Road fork.

The developer is Manchester/Hebron Avenue, LLC (Richard Hayes, Jr.) and plans call for a "set-aside development."
The section of town is considered a Planned Business & Development Zone and Rural Residence Zone.

The application was submitted under the state's affordable housing land use appeals procedure, which requires towns and cities with less than 10 percent of their housing being deemed "affordable" to demonstrate that the municipality's rejection of a development proposal is supported by "sufficient evidence." Several residents spoke against the plans in public hearings, minutes show.
According to the plans, 23 of the units — or about 30 percent — would be deed-restricted as "affordable" for at least 40 years, in line with state law.
The plans call for a parking area and "other site improvements" to go along with the housing.
