At its meeting of October 12, 2021, the Council held a public information hearing to review a preliminary list of projects that could be funded through the American Rescue Plan Act (ARPA) and to hear public comment. The public information hearing is continued to 8:00 p.m. on Tuesday, December 7, 2021 as part of the Regular Council Meeting scheduled for that evening  in Council Chambers of Town Hall, 2155 Main Street, Glastonbury and/or Through Zoom Video Conferencing.

Glastonbury is scheduled to receive $10.2M per the ARPA to be received $5.1M May 2021 and $5.1M May 2022.  The Act requires communities to allocate these monies by December 31, 2024 and expend by December 31, 2026.

ARPA monies can be allocated over broad categories including:

  • Support public health response
  • Water and sewer infrastructure
  • Negative economic impacts
  • Broadband infrastructure
  • Replace lost revenue from pandemic

Review of interim guidance by the U.S. Treasury Department indicates a variety of subsets and eligible uses including investment in human services, recreation, improvements to parks, playgrounds and buildings, water/sewer and drainage projects, affordable housing, broadband and fiber cabling, and other eligible uses.

Public comment can be offered in person on the 7th, through Zoom, or you may forward your comments in writing at the following link no later than 2:00 p.m. the day before the meeting:  www.glastonburyct.gov/testimony.  This information will be made available to the Council and the public information hearing process.
