Granby To Study Shared Town, School Services

GRANBY, CT — Granby officials have selected an outside firm to study whether the town and school district can combine more of their administrative work.

The Intra-Board Advisory Committee voted unanimously Aug. 10 to select CliftonLarsonAllen, commonly known as CLA, after interviewing three finalists. Randi Frank Consulting and EASTCONN were also considered.

According to the committee's meeting minutes, members voted 3-0 to accept CLA's proposal and authorized town and school officials to execute a contract with the firm.

Town Manager Mike Walsh and Superintendent of Schools Cheri Burke were asked to return to the committee with a joint recommendation on how to pay for the study. A contract price was not included in the minutes.

The review will not immediately combine positions or departments. CLA will first examine current operations and identify where sharing or consolidating services could make sense.

The town's request for proposals lists human resources, finance, budgeting, accounting, facilities, custodial services, risk management and purchasing among the areas to be reviewed.

The consultant will also examine the software used by the town and school district and recommend which systems would work best across both sides.

Granby already shares some services. The school district oversees the town's information technology operations, while the Granby Police Department provides the school resource officer program.

Officials hope to receive the consultant's report by the end of 2026. Town planning documents say any recommended changes would likely come during the fiscal year 2029 budget process rather than the upcoming fiscal year 2028 cycle.

Separately, the town has hired Titan Energy to examine solar and energy-efficiency opportunities at municipal buildings. Officials said school buildings will also be included in that review.
