2 NYC Residents Charged In Bank Fraud Scheme: Greenwich PD
Police said two New York City residents tried impersonating other people at banks in the central Greenwich business district.

GREENWICH, CT — A man and woman from New York City were arrested in Greenwich on Nov. 3 in connection with fraudulent transactions at several local banks in town, according to police.
Dexiang Zhang, 57, of Flushing, Queens, was charged with second-degree forgery; criminal impersonation; illegal reproduction of a payment card; use of drug paraphernalia; possession of a controlled substance and multiple conspiracy charges, his arrest report shows.
Suibing Poon, 47, also of Flushing, was charged with second-degree identity theft; criminal impersonation; criminal attempt at third-degree larceny; and conspiracy charges, police said.

Police said that on Nov. 3, plainclothes officers working near the central Greenwich business district and Greenwich Avenue noticed two people, later identified as Zhang and Poon, engaged in "suspicious activity."
Bike patrol officers and the plainclothes officers detained and positively identified the two, their arrest reports said.

Police noted that Poon "criminally impersonated a victim using a state of Texas ID that featured the victim's personal identifying information in an attempt to withdraw a total of $6,000 between banks."
Police searched Zhang's car and found smoking pipes and a white powdery substance officers presumed to be methamphetamine, arrest reports said.
The search also found 18 additional Texas ID cards with different victim information; two New York IDs with different victim information; two corresponding debit cards matching the IDs; and a credit card embossing machine in the trunk, police said.
While speaking with police on scene, Zhang impersonated someone by presenting a different ID, police said.
Zhang was unable to post a $30,000 bond; Poon could not post a $15,000 bond. Both are scheduled to appear in Stamford Superior Court on Nov. 18, according to their arrest reports.
