Greenwich P&Z To Review Historic Designation, 13-Unit Housing Proposal

The Planning & Zoning Commission is expected to review several housing, land use and zoning applications at its upcoming meeting.

GREENWICH, CT — The Greenwich Planning and Zoning Commission is scheduled Tuesday to consider a proposed local historic designation for the Albert C. Hencken House on North Street before reviewing several housing, land use and zoning applications.

The meeting is scheduled for Tuesday, Aug. 4, at 4 p.m. and will be held virtually via Zoom. Members of the public may participate remotely, and the agenda states comments regarding pending applications may be submitted before the meeting.

The meeting will begin with a discussion of a report from the Historic District Commission regarding the proposed designation of the Albert C. Hencken House, located at 341 North St., as a local historic property. Commissioners are expected to review the report and provide comments and recommendations under the Town Charter and state historic preservation statutes.

The commission also is scheduled to consider a final site plan application from the YMCA of Greenwich to increase the maximum number of children enrolled in its child care program, ages 6 months to 5 years, from 28 to 42 at its facility at 50 E. Putnam Ave.

Another application seeks approval to designate a property at 241 Hamilton Ave. as a set-aside development under Connecticut's affordable housing statute, creating a third residential unit while restricting one of the existing units as affordable housing.

The commission is also expected to review a final coastal site plan application for a new single-family home at 22 Shoal Point Lane before opening several public hearings on land use proposals.

Among the public hearing items is an application to construct 13 townhouses, including two moderate-income units, at 1205 E. Putnam Ave.

The proposal would demolish an existing two-family home and detached garage and replace them with two residential buildings and associated site improvements. The application will be discussed as a pre-application review during the commission's regular meeting.

Additional public hearings include requests to modify parking requirements for a property at 46 Milbank Ave.; convert a barn into a larger-than-permitted accessory dwelling unit at 295 Taconic Road; increase seating capacity at a proposed restaurant at 34 Railroad Ave.; construct new residences or accessory structures at properties on Ridgeview Avenue, Wyckham Hill Lane, Livingston Place, Doubling Road and Riversville Road; and amend the town's Coastal Overlay Zone regulations to comply with recent changes in state law.

The commission also is scheduled to review a revised floor plan for an approved affordable housing development at 129 Hamilton Ave. to determine compliance with a July 7 commission decision.
