Man Caught Masturbating At Greenwich Library: Police

GREENWICH, CT — A 38-year-old Bridgeport man was arrested Monday afternoon at the Greenwich Library after a witness allegedly saw him masturbating, according to Greenwich police.

Kenneth J. Belle, of Linwood Street, was apprehended at the library at about 4:30 p.m. and charged with public indecency.

According to police, after officers responded to the scene, a witness told them that "she had been seated at a table when she observed that a male seated next to her had lowered his pants exposing his underwear and erect penis. Further that the male was licking his fingers and rubbing a magazine against his underwear."

Officers quickly found the man, identified as Belle, and placed him in custody. He was released after posting a $100 bond and is scheduled to appear in Stamford Superior Court on Oct. 1.
