New CFO, Comptroller Appointed In Greenwich

GREENWICH, CT — Joan Lynch officially began her tenure as the Town of Greenwich’s Chief Financial Officer and Comptroller on July 1, following her appointment by the Board of Estimate and Taxation (BET) and the retirement of longtime Comptroller Peter Mynarski.
Lynch has been transitioning into the role since her appointment at the BET’s May 19 meeting. As CFO, she will be responsible for overseeing the town’s financial operations, ensuring compliance with budgetary policies, and preserving Greenwich’s AAA credit rating. Her duties include supervising the preparation of the Annual Comprehensive Financial Report (ACFR), managing internal financial controls, and maintaining reporting and budgeting systems across municipal departments.

Lynch has served as the town’s deputy comptroller for the past year, working closely with Mynarski. She previously held the position of director of financial operations at The Nathaniel Witherell, the town-owned skilled nursing facility, and began her municipal career in 2019 as assistant treasurer in the finance department.

Prior to her roles with the Town, Lynch worked as a regional controller and internal auditor with the Pepsi Bottling Group, a division of PepsiCo, Inc., and began her career at Arthur Andersen LLP, where she performed and supervised audit engagements in Stamford and San Jose, Calif.
A certified public accountant, Lynch earned a bachelor's degree in accounting from the University of Connecticut. A Greenwich resident for more than 25 years, she has two children who graduated from Greenwich Public Schools and has held volunteer leadership roles with local PTAs, the Greenwich YWCA, and Connecticut Swimming, Inc.
