Resident Is Charged with Creating Disturbance at Greenwich Town Hall

Police: The suspect is accused of videotaping town employees and 'asking if they were Gestapo.'

A Greenwich resident remained in police custody Monday following her arrest on a charge of creating a public disturbance.

Greenwich Police say the 46-year-old woman she surrendered Oct. 10 to police who obtained an arrest warrant in connection with a Sept. 16 incident in the Greenwich Town Clerk’s office in Town Hall.

Greenwich Police spokesman Lt. Kraig Gray said the woman interfered with the work of employees in the Town Clerk’s office by walking up to them and videotaping them and “asking if they were Gestapo and tried to interrogate the employees about a declined building permit.”

The employees called police and when an officer arrived, the woman began to videotape the officer as well, according to Gray.

“You can videotape but you cannot interfere with the performance of their duties,” Gray said.

Police obtained an arrest warrant charging Saima Qamar, 46, of 19 Division St., with creating a public disturbance and interfering with police. The court set bond at $10,000. After Qamar surrendered on Saturday, she refused to be fingerprinted or have her mug shot taken. So police also charged her with refusal to be fingerprinted.

As of Monday afternoon she was unable to post bond and remained in police custody. She is scheduled to appear Tuesday in state Superior Court in Stamford.
