Groton vehicle owners receiving speed camera fines have 10 days after receipt to appeal in writing, according to the City of Groton's enforcement ordinance. A city notice dated Monday, Oct. 19, provides the ordinance, camera location documents and the municipal enforcement plan.
The plan lists four devices at three locations: northbound Thames Street north of Baker Avenue, northbound Mitchell Street south of Meridian Street and both directions of Clarence B. Sharp Highway south of Meridian Street. The listed speed limits are 25 mph, 30 mph and 45 mph, respectively. Under the ordinance, automated speeding violations involve driving at least 10 mph above the posted limit.
A Groton City Police Department member or employee must review recorded images before a citation is issued to the vehicle owner. The ordinance requires written warnings during a location's first 30 days with an operational device. Citations must be mailed within 30 days after the owner's identity is determined and are invalid if not mailed within 60 days after the violation.
The state law included with the notice caps fines at $50 for a first violation and $75 for subsequent violations, plus an electronic payment processing fee of up to $15. The city's ordinance directs readers to its annual fee schedule for current amounts and permits electronic payment. Owners contesting a fine must submit a written appeal to a citation hearing officer within 10 days of receiving it.
