Malloy Nominates Groton Resident To Board Of Pardons And Paroles

HARTFORD, CT – Governor Dannel P. Malloy announced Friday that he is naming two Connecticut residents to fill vacancies on the Board of Pardons and Paroles, according to a release.

“The Board of Pardons and Paroles is an integral part of the state’s criminal justice system and carries an important responsibility of partnering with our state’s law enforcement agencies to produce real, positive results for our state’s residents that lowers crimes and makes our communities safer,” Malloy said in a release. “These nominees will bring to the board a broad set of skills that will be a benefit in its work to protect the public and their safety.” (To sign up for Groton breaking news alerts and more, click here.)

Nominations include:

• Nancy A. Turner of Groton: Turner currently serves as Fetal Alcohol Spectrum Disorders Program Coordinator for Advanced Behavioral Health, Inc., where she is responsible for facilitating collaboration among state agencies, healthcare providers, and nonprofit partners around meeting the needs of substance-exposed infants and their families. In that role, she also serves on the Governor’s Alcohol and Drug Policy Council Subcommittee on Prevention, Maternal and Child Health Coalition, Workgroup for Parents with Cognitive Limitations. From 2012 to 2016, she served as Director of Offender Risk Reduction with the Connecticut Coalition Against Domestic Violence, where some of her responsibilities included developing recommendations to improve system response and prevention efforts against intimate partner homicides and near fatalities, and collaborating with the Connecticut Department of Correction and Judicial branch on a number of special projects. From 1998 to 2011, she served as Project Coordinator, Program Manager, and Senior Program Manager for the International Association of Chiefs of Police in Alexandria, Virginia.
• Stephen D. Dargan of West Haven: Dargan most recently served as a State Representative for the Connecticut General Assembly’s 115th Assembly District of West Haven, having held that office from 1991 to 2017. For 22 years he held the position of House Chairman of the Public Safety and Security Committee, which has cognizance of all matters relating to the state police, municipal police training, fire marshals, civil preparedness, and homeland security. From 1980 to 2004 he served as Fire Commissioner for the City of West Haven, and was also a member of the West Haven City Council from 1985 to 1991.
