'Tis The Season: Winter Parking Bans, Snow & Ice Removal Rules
No one wants tickets, fines, or towing fees: on-street parking bans began Dec. 1 and (inevitable) snow and ice removal is mandatory.

GUILFORD, CT — The festive feel in the air will soon include all the feels of winter weather, some wonderful, some not so much.
Here's what you need to know about on-street parking bans, and snow and ice removal rules from the town.
On-Street Parking Ban
Dec. 1 to April 1 there is an overnight on-street parking ban between the hours of 1:00 AM and 7:00 AM, particularly during the time of impending winter storms and furthermore at all other hours while snow removal operations are ongoing.

The Guilford Police Department will ticket and tow vehicles that are left parked in the roadways overnight when they impede the snow removal abilities of the Department of Public Works during and after a snow event.

Here's the town law:
"BE IT RESOLVED: By the Board of Police Commissioners of the Town of Guilford, that;
Section 1. During the period from December 1 in each year through April 1 in each year there shall be no on-street parking of vehicles on a town road, street, or highway in the Town of Guilford between the hours of 1:00 A.M, and 7:00 A.M.
Section 2. In addition to the restrictions contained in Section 1 hereof, there shall be no on-street parking on any town road, street, or highway when snow removal or plowing operations are being conducted on that street by or under the auspices of the Town of Guilford.”
Sidewalk Snow/Ice Removal
Town Ordinance 241-7, requires that sidewalks be kept free of snow and ice. Within twenty-four (24) hours following the end of a snow or ice event residents and property owners are required to clear snow and ice from their sidewalks. Failure to do so may result in a fine up to $100.

Article III – Sidewalk Construction Maintenance
241-7- Action by Town; Penalties for Offenses
A. When any property owner who is liable to construct or repair a sidewalk shall neglect or refuse to do so after 30 days written notice by the Board of Selectmen, said Board of Selectmen may construct or repair said sidewalk. When any property owner who is liable to keep his or her sidewalk free from snow and ice shall neglect or refuse to do so, the Selectmen may, after reasonable notice, remove any snow or ice from such sidewalk. When the Selectmen shall so act, the cost of such construction, repair, or removal shall be a lien upon the premises adjoining such sidewalk upon the recordation of a certificate of lien in accordance with Section 7-148(c)(6)(C) of the Connecticut General Statutes.
B. Any property owner who shall fail to so construct, repair or keep free from snow and ice any sidewalk adjacent to his or her land and abutting on any highway shall be subject to a fine of not more than $100. Each day that such person shall fail to so construct, repair or remove any snow and ice therefrom shall be considered a separate offense.
