HARTFORD, CT — Hartford's City Council gets a 15-year tax deal for 64 affordable apartments in Parkville and takes up ordinances on tenant relocation and limiting dogs per home, while the Planning and Zoning Commission hears Hartford Hospital rezoning requests near Washington Street.

1. Tax Deal For 64 Affordable Apartments In Parkville
When: Tuesday, Oct. 13, 7 p.m. (hybrid; on HPATV, Comcast Channel 96 and Frontier 6032)
Where: City Hall, 550 Main St.
What to know: Mayor Arunan Arulampalam is sending the council a 15-year tax fixing agreement, with two five-year renewal options, with SP EDGE LLC for the second building of the Edge 400 project at 338 New Park Ave., according to the agenda packet. The roughly 77,952-square-foot building would have 64 apartments, all affordable to households earning 30% to 80% of the area median income, with construction finished within two years of financial closing. A public hearing is set for Monday, Oct. 19, at 7 p.m.

2. Ordinance Would Expand Help For Displaced Tenants
When: Tuesday, Oct. 13, 7 p.m.
Where: City Hall, 550 Main St.
What to know: The council will take up Councilman Josh Michtom's ordinance on relocation help for tenants ordered out of their homes by the city's licenses and inspections director, according to the agenda. The city would immediately provide emergency housing with a private bathroom and cash for food and clothing, then, within two weeks, longer-term temporary housing with a kitchen. Building owners would be liable to the city for those costs.

3. Council Weighs Limit On Dogs Per Home
When: Tuesday, Oct. 13, 7 p.m.
Where: City Hall, 550 Main St.
What to know: An ordinance from Councilwoman Maly Rosado and Councilman John Gale would limit the number of dogs kept on a residential property in the city to four, according to the draft in the agenda packet. Licensed kennels, shelters, rescues, veterinary facilities and temporary fostering would be exempt.

4. Hartford Hospital Seeks Washington Street Rezonings
When: Tuesday, Oct. 13, 6 p.m. (virtual)
Where: Online; Planning Division, 260 Constitution Plaza
What to know: The Planning and Zoning Commission will hold a hearing on Hartford Hospital's request to rezone 234 Washington St. from MS-3 to MX-2 and add it to the Campus Overlay, and will receive a similar request for 216 and 224 Washington St., part of 210 Washington St., and 142 and 146 Jefferson St., according to the agenda. SINA will also present the Washington Street Development Plan. Other items include a hearing on a bar at 719-725 Wethersfield Ave. and a request to convert a billboard at 408 Market St. along Interstate 91 to a digital display.

5. Council Takes Up Health, Violence Prevention Grants
When: Tuesday, Oct. 13, 7 p.m.
Where: City Hall, 550 Main St.
What to know: Also on the council agenda: $200,000 in city surplus funds for Connecticut Children's Hospital-based violence intervention program, a $641,224 federal Centers for Disease Control and Prevention grant for the Healthy Hartford Families Initiative II, $100,000 from the state Department of Public Health for an urgent care feasibility study, $180,322 for the elderly nutrition program, and $134,500 for Dial-A-Ride, according to the agenda.
