Caged Dogs Found on Hartford Street
Police said the dogs appear to have been abandoned.
HARTFORD, CT — A pair of dogs which appeared to have been abandoned were discovered in a cage on a Hartford street, NBC Connecticut reported.
The dogs were found by a pair of citizens near East Elliot and Ledyard streets. The men immediately called police.
No food or water was present in the cage, and the dogs were covered in feces.
