Hartford Man Sentenced To Decades Behind Bars For 2023 Shooting Death: State

He shot and killed one and injured another at a Hartford gas station.

HARTFORD, CT — A Hartford man was sentenced to 51 years in prison for a 2023 shooting at a city gas station that left one man dead and another injured.

Sharmese L. Walcott, the state’s attorney for the Hartford Judicial District, announced that Superior Court Judge Courtney M. Chaplin sentenced Chan Williams-Bey, 30, of Hartford, on Tuesday.

A Superior Court jury in Hartford on Dec. 15, 2025, found Williams-Bey guilty of first-degree manslaughter with a firearm, first-degree assault, and first-degree violation of conditions of release.

According to evidence presented at trial, Hartford police responded on Aug. 6, 2023, to the Sunoco Gas Station on Wethersfield Avenue after receiving a ShotSpotter alert and multiple 911 calls reporting a shooting.

Officers found Jordan Phipps, 24, of Hartford, suffering from a gunshot wound. He was pronounced dead at the scene. A second victim later arrived at Hartford Hospital with a gunshot wound to the leg.

The surviving victim identified Williams-Bey as the shooter, authorities said.

Investigators corroborated the account using security camera footage and surveillance video from the gas station.

The video showed Williams-Bey arriving in a red Dodge Charger, exiting the vehicle, and approaching the convenience store, where the victims were sitting next to the building.

After a brief discussion, he pulled out a firearm and shot both victims before fleeing, according to prosecutors.

The case was prosecuted by Supervisory Assistant State’s Attorney Brett J. Salafia and Assistant State’s Attorney Kathleen Morgan, with assistance from Inspector Joseph Buyak and Paralegal Specialist Kelly Randall.

Walcott thanked the victim’s family for their strength and praised the Hartford Police Major Crimes Division and the prosecution team for their work on the case.
