Man Charged With Murder for July 4 Hartford Shooting

The man was taken into custody on murder-related charges on Wednesday.

HARTFORD, CT — A man has been charged with murder for a Fourth of July Shooting incident in the city, police said.

On July 4, patrol units responded to the area of 11 Wadsworth St. for the report of a person shot. Upon arrival, responding officers located a "male victim" in the roadway suffering from multiple gunshot wounds, police said.

EMS and Hartford Firefighters responded to treat the victim who was subsequently pronounced deceased at the scene.

Officers from the Major Crimes unit and the Crime Scene Division personnel and an inspector from the Hartford State's Attorney's Office responded to the scene and assumed the investigation, police said. The Hartford PD's Major Crimes Unit was assigned as the lead investigating team, police said.

During the course of the investigation, investigators located and reviewed surveillance footage that "captured the incident in its entirety," police said.

"Several individuals" observed in the video were positively identified and interviewed by Major Crimes detectives. which led to probable cause being developed and an arrest warrant filed by the Hartford State's Attorneys Office, police said.

On Monday, a judge at Hartford Superior Court approved and signed an arrest warrant charging Luis Picart Jr., 36, with murder, conspiracy murder, criminal possession of a firearm, criminal use of a firearm, unlawful discharge of a firearm, and reckless endangerment, police said.

Picart was located and taken into custody by detectives of the Major Crimes Division and the HPD/US Marshal’s Fugitive Task Force on Wednesday, police said.

Picart is currently in custody, held on a $1,500,000 bond, and was to appear in court Thursday, police said.
