Manchester Man Charged After Attempted Carjackings In Hartford
State police said the man attempted to carjack three vehicles and a tractor trailer while trying to flee a crash scene on a busy I-84.

HARTFORD/MANCHESTER, CT — A Manchester man is facing charges from state police Friday after a wild scene on Interstate 84 in which he reportedly tried to carjack multiple vehicles, including a tractor trailer, after an accident.
Connecticut State Police said they have charged Francisco Rosario, 46, of Wells Street, Manchester, with: evading responsibility; four counts of criminal attempt of first-degree larceny; criminal attempt of robbery by carjacking; interfering with a police officer/resisting arrest; and first-degree reckless endangerment.
Police said Rosario was taken into custody on $250,000 bond and will appear in Hartford Superior Court Monday, Jan. 23.

State police credited the work of good Samaritans in helping to catch the suspect amid an intense scene on the highway.
Friday's incident created a wild scene on a day where Hartford highways were slogged with traffic due to multiple accidents on Interstates 84 and 91.

According to police, at about 9:45 a.m., state police at Troop H in Hartford received several 911 phone calls reporting an accident on I-84 east near Exit 46.
Callers reported the suspect, later identified as Rosario, was attempting to flee an accident scene on foot while on the highway.
According to police, callers said the suspect was attempting to enter three vehicles as they passed by.
Then, police said, Rosario jumped over to the westbound side of I-84 and tried to gain entry into a passing tractor trailer.
Ultimately, a group of "good Samarians," according to police, were able to detain the suspect on the right shoulder of I-84.
Police said when troopers tried to place the suspect in handcuffs, "he continued to resist, but was subsequently taken into custody."
Rosario was taken to St. Francis Hospital in Hartford via ambulance for evaluation prior to his arrest.
