LEDYARD, CT — The Ledyard Planning and Zoning Commission will hold a public hearing Sept. 10 on a proposed 23-lot open-space subdivision and consider several other projects, including ground-mounted solar panels, an agricultural expansion and modifications to a marine maintenance facility.
Commissioners are also scheduled to discuss proposed housing-related zoning changes and set an Oct. 8 public hearing on a request to allow a public restaurant at an existing country inn.
The commission will hold a public hearing on an application from 84 Silas Deane LLC for a 23-lot open-space resubdivision covering 84 Silas Deane Road, 58 Seabury Ave. and 59 Seabury Ave..
The proposal includes an extension of Seabury Avenue. Materials submitted with the application include a traffic impact statement, wetlands impact evaluation, cultural resources assessment and archaeological reconnaissance survey. The Inland Wetlands and Water Courses Commission has also submitted an approval letter, according to the agenda.
The commission has also placed discussion and a possible decision on the application on its agenda. The public hearing must close by Oct. 14, and the commission's decision deadline is 65 days after the hearing closes.
Clark Cove Real Estate LLC is seeking site plan and coastal area management approvals to install two 1,263-square-foot ground-mounted solar panels at 55 Chapman Lane.
The application will be formally received Sept. 10, with a decision deadline of Nov. 13.
The commission will also consider a second modification to previously approved plans for Gales Ferry Intermodal LLC at 1761 Route 12.
The applicant is seeking site plan and coastal site plan modification approval to relocate a previously approved 6,000-square-foot building. The building is planned for office space and a marine maintenance facility.
Attorney Harry Heller is representing the applicant. The commission previously approved the building under a 2023 application, and the plans were modified again in 2024, according to the agenda.
Rick Souza is seeking site plan approval for agricultural improvements on property at 691 Shewville Road and 230 Iron Street.
The proposal calls for a 1-acre irrigation pond, hoop houses and related site improvements for agricultural operations. Three Sons Ledyard LLC owns the property.
The project also went before Ledyard's Inland Wetlands and Water Courses Commission on Sept. 1. That commission determined the agricultural expansion qualified as an "as of right" activity under wetlands regulations.
The commission will consider scheduling an Oct. 8 public hearing on a request to modify the existing special-use permit for a country inn at 515 Pumpkin Hill Road.
Applicant James Prenetta is seeking permission to operate a public restaurant at the property. The owner is listed as 515 Pumpkin Hill Road Acquisition.
Commissioners will discuss a final draft of proposed amendments to Ledyard's zoning regulations concerning housing. The agenda says the amendments are intended to address Public Act 25-1, also known as HB 8002. No vote on the amendments is specifically listed.
The commission is also scheduled to consider minutes from its Aug. 13 regular meeting and the Aug. 27 Planning and Zoning Subcommittee special meeting and receive reports from zoning and planning staff.
The regular meeting begins at 6 p.m. Thursday in the Council Chambers at 741 Colonel Ledyard Highway. A remote option will also be available.
