Ledyard P&Z To Open Hearing On 23-Lot Subdivision, Revisit Solar And Intermodal Projects

Ledyard P&Z will open a hearing Oct. 8 on a 23-lot subdivision and revisit solar, intermodal and agricultural projects.

LEDYARD, CT — The Ledyard Planning and Zoning Commission will open a public hearing Thursday, Oct. 8, on a proposed 23-lot open-space subdivision off Silas Deane Road and Seabury Avenue, with discussion and a possible decision on the project also scheduled.

The commission will also resume consideration of several projects tabled in September, including ground-mounted solar panels in Gales Ferry, relocation of a building at the Gales Ferry Intermodal property and an agricultural project involving an irrigation pond and hoop houses.

The subdivision application covers properties at 84 Silas Deane Road, 58 Seabury Avenue and 59 Seabury Avenue. Applicant and owner 84 Silas Deane LLC proposes a 23-lot open-space resubdivision that would include an extension of Seabury Avenue.

The application was submitted Aug. 10 and received by the commission Aug. 13. Its public hearing had been scheduled for Sept. 10 but was postponed to Oct. 8. The agenda says the hearing must close by Nov. 11.

Solar, Intermodal And Agricultural Projects Return

Under old business, the commission will return to a proposal by Clark Cove Real Estate LLC to install two 1,263-square-foot ground-mounted solar panels at 55 Chapman Lane. The applications were tabled at the Sept. 10 meeting.

The commission will also reconsider a Gales Ferry Intermodal LLC proposal at 1761 Route 12. The company is seeking its second modification of previously approved site and coastal site plans to relocate a 6,000-square-foot building intended for office space and a marine maintenance facility. Attorney Harry Heller of Heller, Heller & McCoy is the agent. The application was also tabled Sept. 10.

Another tabled application concerns agricultural operations at 691 Shewville Road and 230 Iron Street. Applicant Rick Souza, for property owner Three Sons Ledyard LLC, is seeking site plan approval for a 1-acre irrigation pond, hoop houses and associated site improvements.

A proposal to modify the special-use permit for the Country Inn at 515 Pumpkin Hill Road to allow operation of a public restaurant is also listed under old business. The public hearing on applicant James Prenetta's proposal is scheduled for Oct. 22, and the agenda specifies that no action is needed Oct. 8.

14-Lot Subdivision, Housing Regulations Among New Applications

The commission will receive a proposed 14-lot open-space resubdivision involving 12 Hyde Park Drive and 975 Long Cove Road. Spencer Bay Properties LLC is the owner, with Peter Gardner of Dieter & Gardner listed as applicant. The proposal includes construction of a new town road. The commission is expected to set a Dec. 10 public hearing.

Another new application comes from the Planning and Zoning Commission itself and proposes amendments to Ledyard's housing regulations in connection with PA 25-1/HB 8002. The commission is expected to set a public hearing date.

The commission will also receive an application from RVE Properties for a commercial building addition and associated site improvements at 1363 Baldwin Hill Road. Michael S. Ott is listed as the agent.

Members are separately scheduled to discuss and vote on creating a subcommittee to examine possible Village Districts in Gales Ferry and/or Ledyard Center and associated design guidelines.

Before the applications, the commission will hold a pre-application discussion concerning future development at 740 Colonel Ledyard Highway. Ledyard Center LLC owns the property, and Normand Thibeault of Killingly Engineering is listed as the agent. No formal application or vote on development is listed.

The planner's report will also include an update on litigation involving Gales Ferry Intermodal and the town. A hearing is scheduled for 10 a.m. Nov. 18 in Hartford Superior Court, according to the agenda.

The hybrid meeting begins at 6 p.m. Thursday in the Council Chambers at Ledyard Town Hall, 741 Colonel Ledyard Highway. Remote participation is available through Zoom.
