Madison P&Z To Review Proposed Text Amendments, Zoning Applications

The Planning and Zoning Commission will hold hearings on various text amendment proposals, and other matters during this week's meeting.

MADISON, CT — The Madison Planning and Zoning Commission is scheduled to hold a public hearing Thursday on proposed zoning changes that would establish regulations for middle housing in response to a recent state law.

The commission will meet at 7 p.m. July 9 in Meeting Room A at the Town Campus, 8 Campus Drive. The meeting will be held in a hybrid format, with both in-person attendance and participation through a Zoom webinar. Public participation information is included on the posted agenda.

The commission's first public hearing is scheduled to consider a proposed amendment to Article C of the zoning regulations and the addition of a new Section 9.5 governing middle housing. The proposal, submitted by the commission, is intended to address legislative changes required under Connecticut Special Session Public Act 25-1 (HB 8002).

Commissioners also are scheduled to hold a public hearing on a proposed text amendment submitted by David S. Klein that would allow domestic pet-related services, including training, grooming, day care, exercise and pet socialization meetups, under Section 4.1.35 of the zoning regulations.

A related public hearing is also scheduled for a special exception application from Klein Properties LLC for 391 Durham Road seeking permission to operate those domestic pet-related services at the property.

Among pending applications, the commission may review a coastal site plan application for 28 Toffee Lane seeking approval to install a hot tub within 25 feet of a critical coastal resource.

Several other development applications remain on the agenda but have already been continued or tabled to future meetings. These include a proposed four-unit apartment building at 397 Durham Road, demolition plans for a former portable classroom building at the Town Campus and the former Ryerson Elementary School, replacement of the Garnet Park Road Bridge, and downtown roadway and pedestrian improvement projects along Boston Post Road, Britton Lane and West Wharf Road.

The agenda also includes approval of the commission's June 18 meeting minutes, followed by remarks from the commission chair and town planner.
