Madison ZBA To Hear Parker Avenue Home Rebuild, Other Variance Requests

The Zoning Board of Appeals meeting will include reviews of coastal residential projects, setback changes and other matters.

MADISON, CT — A proposal to demolish and replace a single-family home at 21 Parker Ave. while exceeding the property's allowed floor area by more than 1,000 square feet is scheduled for a public hearing before the Madison Zoning Board of Appeals.

The board will meet at 7 p.m. on Sept. 8 in Meeting Room A at Town Campus, 8 Campus Drive. The meeting will be held in a hybrid format, with participation also available through a Zoom webinar. Click here to view the agenda.

Owners John A. Pescatore and Anne Martin are seeking several variances to demolish the existing single-family dwelling at 21 Parker Ave. and construct a new home.

The largest requested variance would allow 2,802 square feet of floor area where 1,760 square feet is permitted, a difference of 1,042 square feet. The applicants are also seeking 1,160 square feet of building coverage where 880 square feet is allowed.

Other requested variances would allow a 9-foot front-yard setback on the west side where 25 feet is required, an average building height of 34.4 feet where 30 feet is allowed and a total building height of 39 feet where 37.5 feet is permitted.

The application includes a Coastal Site Plan.

Another public hearing involves a proposal to replace a one-story single-family home at 141 Harbor Ave. with a new two-story dwelling.

Owner Cecilia Shutters is seeking several variances involving building size, setbacks and height. The proposal calls for 760 square feet of building coverage where 560 square feet is allowed and 1,212 square feet of floor area where 1,120 square feet is permitted.

The requested setbacks include 9.9 feet in the front yard where 25 feet is required, side-yard setbacks of 7.2 feet and 3.8 feet where 12 feet is required, and a 12.7-foot rear-yard setback where 20 feet is required.

The proposed home would have an average building height of 35.12 feet where 30 feet is allowed and a total height of 39.4 feet where 37.5 feet is permitted. The application includes a Coastal Site Plan.

The board is also scheduled to hear an appeal from Robert and Erin McGovern of 554 Boston Post Road concerning the zoning enforcement officer's issuance of final certificates of zoning compliance for work at neighboring 548 Boston Post Road.

The certificates involve relocating existing pool equipment, installing a new pool heater and installing two 120-gallon above-ground propane tanks and gas piping to the heater.

Two public hearings continued from the board's Aug. 11 meeting are also on the agenda.

At 7 Pent Road, owners Nick Anderson and Riley Kokoruda are seeking setback variances and permission related to enlarging a nonconforming building. The proposal calls for demolishing and rebuilding an accessory dwelling unit with a raised portion of the roof and a pergola. The application includes a Coastal Site Plan.

At 51 Taylor Ave., owner and applicant Cathy Y. Szeto is seeking variances to construct a carport on the side of the house. The request would allow a 1.14-foot setback where 12 feet is required and 869 square feet of coverage where 800 square feet is allowed. The application also includes a Coastal Site Plan.

All five land-use matters are listed as public hearings on the agenda.

The board is also scheduled to consider approval of its Aug. 11 meeting minutes before adjournment.
