Madison Zoning Board To Review Harbor Avenue Home Replacement, Coastal Variances

Madison Zoning Board of Appeals will hold public hearings next month on proposed residential projects on Harbor Avenue and Liberty Street.

MADISON, CT — The Madison Zoning Board of Appeals is scheduled to hold public hearings on Nov. 10 on two residential projects, including a proposal to demolish an existing home on Harbor Avenue and replace it with a two-story dwelling requiring several zoning variances.

The board is scheduled to meet at 7 p.m. on the 10th in Meeting Room A at Town Campus, 8 Campus Drive. The meeting will be held in a hybrid format, allowing residents to attend in person or participate remotely through Zoom. Click here to view the agenda.

The first public hearing concerns an application from Cecilia Shutters, owner of 141 Harbor Avenue, seeking multiple variances to demolish a one-story single-family home and construct a new two-story residence.

The proposed project would require exceptions to zoning regulations governing building coverage, floor area, setbacks and building height. Among the requested variances are permission to increase maximum building coverage from 560 to 760 square feet, exceed the 30-foot average building height limit by approximately 6 feet and reduce the required 50-foot coastal resources setback to 21.1 feet.

The application also includes a coastal site plan.

A second public hearing will address an application from Christine Pape, owner of 35 Liberty Street, seeking variances to construct a dormer on an existing nonconforming building.

The proposal would allow a west side yard setback of 13.2 feet, where 20 feet is required. The applicant also seeks a variance to enlarge the nonconforming structure.

That application includes a coastal site plan.

Both applications are listed for public hearings, providing an opportunity for public participation before the board considers the variance requests.

The board is also scheduled to review minutes from its Oct. 13, 2026, meeting.
