DISCUSSION: MOVED by Selectman Hale and seconded by Selectman Goldberg to APPROVE the revised list of roads, presented above, totaling $861,097.10. Selectwoman Walker stated that the CIP noted that the two lists could be combined into one comprehensive list. She stated that this was the best idea since the residents on the roads not on List B have not been notified enough about these proposed changes.
She stated that this would give the Town time to transition from the old CIP plan to the new Major Roads CIP plan. Also, this was the best for the taxpayers and had the most transparency.
Selectman Goldberg stated that if the Town can afford to add all of the new roads, then he was comfortable with one comprehensive list. He stated that if not, then the Board should notify the public that roads previously approved were being removed from the final list. He stated that a procedure for notification should be implemented.
First Selectman Thomas Banisch stated that at the CIP Committee meeting last week, it was discussed that going forward, it was not a good idea to put the list of roads in the budget vote. Selectwoman Walker added that this was a Board of Finance regulation and Selectman Goldberg stated that the roads have been listed for
years.
First Selectman Banisch confirmed that although the roads have been listed every year, not all listed roads are completed once they are approved in a particular fiscal year. Ms. Nobitz confirmed that there would need to be an additional review by the Board of Finance to change this regulation as well. The Board agreed that removing the list of roads from the Budget printing was the next step for future handling of the Major Road projects.
Selectwoman Walker again stated that completing the comprehensive list was an appropriate use of Town Funds. Selectman Hale asked for the impact of the work schedule if the comprehensive list was approved. Mr. Iennaco stated that this would be ambitious to assume that all of the roads would be completed by next
spring.
He would need to also revise a projection for the next 5 years for what work was needed to be done and what the contractor can schedule. Selectwoman Walker stated that the funds would still be allocated to the respective roads.
The Board discussed if they should be determining if all 15 roads could be scheduled and paid for during this fiscal year.
Selectman Wilson asked if the Board of Finance had indicated their future approval of a Special Appropriation. First Selectman Banisch stated that the Board of Finance has suggested the Special Appropriation.
Selectman Wilson thanked Mr. Iennaco for his work and for his creative handling of the projects. He added that if the Board of Selectmen has a pathway to complete the comprehensive list then he was in favor of that moving forward. He added that the CIP Committee knew that there might be glitches in the system and this is one of those glitches that should now be worked out.
The Board then discussed what motion should be made at this time to approve all of the roads.
The motion was amended as follows:
MOVED by Selectman Hale and seconded by Selectman Goldberg to APPROVE the revised, comprehensive list of Major Roads, totaling $1,441,097.10 as follows:
VOTE: This motion was approved unanimously.
