Municipal planning officials said that a Zoning Board of Appeals application has been submitted that requests a Special Exception Permit to allow an adult day care center at 199 Adams St. The area is already home to restaurants, car dealerships, offices and some industrial sites. The building at 199 Adams measures 9,052 square feet and sits on a .38-acre parcel. It is currently for lease. The plans include building and parking lot improvements. A "passive outdoor recreation" area would also be included at the site. Featuring a non-competitive Kids' K dash and a 5K race, these events have something for ages 3-83+. Held in conjunction with the Town's two-day outdoor festival, it's a great opportunity for individuals or whole families to enjoy a healthy activity together while supporting West Hartford families in need. A portion of proceeds is donated to the&nbsp;The Town That Cares&nbsp;and the&nbsp;Leisure Services Scholarship Fund&nbsp;which helps children from low-income families attend swimming lessons, camps during school vacations and other life-enhancing programs throughout the year.
- The morning starts with a non-competitive Kids' K around Blue Back Square for kids up to 10 years old with medals for all finishers. - The 5K course takes runners north through historic West Hartford Center and includes a long stretch on the scenic paved Trout Brook Trail before finishing in Blue Back Square. Timeline: All work to commence when required state approvals obtained. Projects can proceed concurrently. Ideal completions prior to June 30, 2027.
 A mechanical/electrical engineer should be included in the survey.
Cost proposal should also include specific budgets for schematic, design development, final drawings, bid and administration stages based on the applicant&rsquo;s estimated capital budget. Environmental review will be handled separately by the owner.
Important
The Cornerstone Foundation will hold a public meeting for firms to answer any questions and offer tours of the property to help understand the scope needed. The meeting is mandatory. Please confirm that you can attend this meeting.

Interested respondents should submit:
1.) Resumes and general background on the firm, its office location, staffing and personnel that would be assigned to the project.
2.) A list of similar projects that the firm has completed within the last two years.
3.) Familiarity with State Department of Housing funding and requirements.
4.) List of professional services you intend to provide.
5.) A probable fee schedule (percentages), for schematic, design, construction documents and administration.
6.) A timetable of your availability to start work on the project.
7.) A list of three references with descriptions of projects completed with reference.
8.) A complete submittal package.
The owner will screen and evaluate RFQ responses, select and interview qualified candidates as necessary, and make the final selection. 
RFQ shall be submitted as follows: one full response with all exhibits sent electronically to <a href="mailto:grace.boucher@cornerstone-cares.org" rel="noopener nofollow" target="_blank">grace.boucher@cornerstone-cares.org</a> by June 12, 2026 by 5 pm.
The owner reserves the right to accept any submittal or to reject any submittal and to waive any informalities or irregularities in the submittal.
The owner also has the right to cancel this process, at its discretion.
