MANCHESTER — The Manchester Animal Control Division is investigating bad breeders who have been neglecting several small dogs.

The "breeders" are being described as people or even a "family" from Manchester or trhe surrounding area that are responsible for several dogs that resemble Shih Tzus or Shih Tzu mixes.

Manchester Aminal Control officers have "impounded" eight to 10 of the dogs over the past eight months, according to a post on the Manchester Animal Control Facebook page. The dogs have been mostly males between 1-to-4 years old, officials said. Their coats have been matted so badly that sedation was required to have them groomed, officials said.
