Chuckles will then render his annual predicition to Mayor Jay Moran. By virtue of their elections, Manchester mayors inherit the power to speak groundhog and interpret the prediction.

Chuckles is approximately 7 years old. He was severely injured in an altercation with a larger animal and received care at the Meigs Point Nature Center in Madison before moving to Manchester to begin his new career in meteorology.
