Cops Descend On Manchester Rehab Center After Explosives Threat

A staffer is facing two criminal charges after he implied he may have brought explosives into a Manchester health facility.

MANCHESTER , CT — A man police described as a "disgruntled employee" is facing two criminal charges after he implied he may have brought explosives into a Manchester health facility.

The scene at the Touchpoints of Manchester rehabilitation facility erupted just before 11 a.m., police said. It is located at 333 Bidwell St. The employee began making "indirect threats" that led to other employees thinking he could have "an explosive vest," police said. A staff member called 911, police said.

Several police cars descended on the area and advisories were sent out to area residents and Manchester Community College, police said.

The situation was resolved in about 30 minutes, police said.

The employee, 67-year-old Stephen Shepherd, of Manchester, was arrested and charged with breach of peace and threatening, both in the first degree, police said. He was being held on a $25,000 bond Tuesday afternoon with an expected court appearance on Wednesday, police said.
